Democrats entered the 2020 US elections looking to roll back much of the commanding presence Republicans had in state governments, but instead wound up losing ground as votes were counted on Wednesday.
Republicans won majorities in both chambers of the New Hampshire State House and took back the Montana governor s mansion, which had been held by a retiring Democrat.
Greg Gianforte s win in Montana over Democrat Mike Cooney gave Republicans 27 of the country s 50 governorships.
Republicans will wind up with at least the 59 state legislative chambers they held going into Election Day, but the final tally depends on Arizona where the results are still incomplete, the National Conference of State Legislatures (NCSL) said.
Democrats, who began with only 39 chambers, jacked up their spending this year on campaigns in eight states, including Arizona, North Carolina, Michigan, Pennsylvania and Texas.
In 35 states, the prize that comes with controlling legislatures is the ability to design congressional districts for partisan advantage, as Republicans did before 2012 when they widened their majority in the US House of Representatives. Saudi Arabia will remove several controversial restrictions on foreign workers in a labor policy overhaul that officials hope will attract overseas talent and reduce citizen unemployment.
Non-Saudis will no longer need their employer s permission to change jobs, travel abroad or leave the country permanently, according to Sattam Alharbi, a deputy minister at the Ministry of Human Resources and Social Development.
Runaway reports that employers can file against foreign workers who stop showing up to their jobs -- effectively rendering them fugitives -- will be abolished and replaced with a procedure for ending their contract, Alharbi said in an interview Wednesday.
The new rules will come into effect on March 14 and apply to all foreign workers in the private sector, regardless of salary, he said.
The changes could have a dramatic impact on Saudi Arabia s labor market and the lives of the 10.5 million foreign workers who make up about a third of the kingdom s population.
The current kafala or sponsorship system -- used for expatriates in Gulf Arab countries for decades -- has been criticized by human rights groups as a form of indentured servitude. Economists say it also entrenches a practice of companies hiring cheaper and more easily-exploitable foreign workers, even as Saudi unemployment rises.
These changes are not small changes -- it s huge, Alharbi said, explaining the government had worked on the overhaul for two years. We aim to achieve more inclusion for Saudis, attract talent, improve the working conditions, make Saudi Arabia s labor market more dynamic and productive.
Foreign workers who dominate the private sector are tied to an employment sponsor whose permission they need to move to another job, leave the country on vacation or even to replace a lost ID.
Most Saudi employees work for the government, which tends to pay more and offer greater benefits than private companies.

Improving their conditions is a politically sensitive topic as nationalism and xenophobia rise, and some Saudis argue that expatriates are pushing them out of the labor market.
Human rights groups said the changes announced on Wednesday were significant, while calling for further reforms.
Employers will still have power over workers due to their ability to issue and renew residency permits, according to Rothna Begum, a senior women s rights researcher at Human Rights Watch.

DRDO has released admit cards for A&A cadre selection test.
New Delhi:The Centre for Personnel Talent Management (CEPTAM) of the Defence Research and Development Organisation (DRDO) has released the admit cards for the skill test or tier 2 exam of Admin and Allied cadre posts. So far, admit cards have been released for Vehicle Operator and Fire Engine Driver posts. This cadre includes posts like Clerk, Store Assistant, Administrative Assistant, Stenographer, Security Assistant and Assistant halwai. A total of 224 vacancies will be filled through this exam.

Allahabad:The social media activity of a missing life convict has landed him in trouble with the Allahabad High Court asking the Uttar Pradesh government for details of the efforts being made to arrest him.
The high court was hearing a Public Interest Litigation (PIL) filed by Abhishek Som who said Badan Singh Baddo, awarded prison term for life, had fled from custody on March 28 last year but no efforts were made to arrest him.
The petitioner also placed certain documents on record to substantiate his claims that the convict was regularly operating his social media pages.
The plea also claimed that the convict has political connections because of which no action was being taken against him.
A bench of Chief Justice Govind Mathur and Justice Siddhartha Varma, while hearing the plea on Monday, directed the Principal Secretary (Home Affairs) to furnish complete details of the efforts being made by the state to ensure the convict s arrest.

Unfavourable meteorological conditions -- calm winds and low temperatures -- caused the air quality to be in the severe category.
According to Central Pollution Control Board (CPCB) data, PM10 levels in Delhi-NCR stood at 448 microgram per cubic meter at 7 pm, the highest in this season so far. PM10 level below 100 ug/m3 are considered safe in India.
PM10 is a particulate matter with a diameter of 10 micrometers and can get into the lungs. These particles include dust, pollen and mold spores.
The levels of PM2.5 - finer particles which can even enter the bloodstream - were 242 ug/m3. PM2.5 levels up to 60 ug/m3 are considered safe.

The neighbouring cities of Ghaziabad and Greater Noida also recorded severe levels of air pollution.
An AQI between zero and 50 is considered good , 51 and 100 satisfactory , 101 and 200 moderate , 201 and 300 poor , 301 and 400 very poor , and 401 and 500 severe .
However, the Ministry of Earth Sciences air quality monitor SAFAR said the share of stubble burning in Delhi s pollution was just five per cent on Wednesday. It was 10 per cent on Tuesday.
Stubble burning accounted for 16 per cent of Delhi s pollution on Monday and 40 per cent on Sunday, the maximum so far this season.

Paris:Astrophysicists have detected a burst of cosmic radio waves within our solar system for the first time and identified its source, according to research published Wednesday that sheds new light on one of the mysteries of the Universe.
The origin of powerful fast radio bursts (FRBs) -- intense flashes of radio emission that only last a few milliseconds -- have puzzled scientists since they were first detected a little over a decade ago.
They are typically extragalactic, meaning they originate outside our galaxy, but on April 28 this year, multiple telescopes detected a bright FRB from the same area within our Milky Way.
Importantly, they were also able to pin down the source: Galactic magnetar SGR 1935+2154.
Magnetars, young neutron stars that are the most magnetic objects in the universe, have long been prime suspects in the hunt for the source of these radio bursts.
But this discovery marks the first time that astronomers have been able to directly trace the signal back to a magnetar.
Christopher Bochenek, whose Survey for Transient Astronomical Radio Emission 2 (STARE2) in the US was one of the teams to spot the burst, said that in approximately a millisecond the magnetar emitted as much energy as the Sun s radio waves do in 30 seconds.
He said the burst was so bright that theoretically if you had a recording of the raw data from your mobile phone s 4G LTE receiver and knew what to look for, you might have found this signal that came about halfway across the galaxy in the phone data.
This energy was comparable to FRBs from outside the galaxy, he said, strengthening the case for magnetars to be the source of most extragalactic bursts.
As many as 10,000 FRBs may occur every day, but these high-energy surges were only discovered in 2007.
They have been the topic of heated debate ever since, with even small steps towards identifying their origin stirring major excitement for astronomers.
One problem is that the momentary flashes are difficult to pinpoint without knowing where to look.
Theories of their origins have ranged from catastrophic events like supernovas, to neutron stars, which are super-dense stellar fragments formed after the gravitational collapse of a star.

The latest discovery, which was published in three papers in the journal Nature, was made by piecing together observations from space and ground based telescopes.
Both STARE2 and the Canadian Hydrogen Intensity Mapping Experiment (CHIME) spotted the flare and attributed it to the magnetar.
Later the same day, this region of the sky came into view of the extremely sensitive Five Hundred Meter Aperture Spherical Telescope (FAST) in China.
Astronomers there were already keeping an eye on the magnetar, which had entered an active phase and was firing off X-ray and gamma ray bursts, according to Bing Zhang, a researcher at the University of Nevada and part of the team reporting on the discovery.
FAST did not spot the FRB itself, but it did detect multiple X-ray bursts from the magnetar, he told a press briefing, raising new questions about why only one of the bursts was linked to an FRB.
In a Nature commentary Amanda Weltman and Anthony Walters, from the High Energy Physics, Cosmology and Astrophysics Theory Group at the University of Cape Town, said the link of the FRB to a magnetar potentially solves a key puzzle .
But they said the findings also open up a range of new questions, including what mechanism would produce such bright, yet rare, radio bursts with X-ray counterparts?

Patna:The voting percentage in the second phase of polling on 94 seats in the Bihar assembly elections increased to 55.70 after updation of the figures by the Election Commission Wednesday.
The provisional voting figure till late Tuesday night was 54.64 which rose marginally after the poll panel updated the data with the arrival of more inputs from these constituencies.
Still, the revised voter turnout in the second round of voting in the respective seats is marginally lower than it was in 2015 polls at 56.17 per cent, according to Election Commission statistics.
The updated figures shows that in the second leg of voting, women voter turnout was 58.80 per cent vis-a-vis 52.92 among male electors.
While Minapur assembly constituency in Muzaffarpur district recorded the highest 65.10 per cent voting in the second phase, Kumhrar in the state capital witnessed the lowest voters mobilisation at 35.69 per cent.

Bhadohi:A sub-inspector of police has been charged and suspended for allegedly making vulgar remarks against a 21-year-old woman over the phone in Uttar Pradesh s Bhadohi district, officials said on Wednesday.
A case against SI Santosh Kumar Rai was registered based on the complaint of the woman, who is an undergraduate student, SP Ram Badan Singh said.
The woman alleged that the SI had taken her phone number about a month ago when she had gone to the Kotwali police station to complain about her stepmother throwing her out of the house, the SP said.
She said he used to call her and make lewd comments, the SP said, adding that she approached police along with an audio of the conversation two days ago and made a complaint in this regard.

New Delhi:Jio Platforms Ltd and Reliance Jio Infocomm do not have any data sharing mechanism with Google and Facebook which are its investors, officials of the firms told a parliamentary committee looking into the issue of data safety today. The officials who deposed before the committee today were asked if there was any data-sharing mechanism between the company and Facebook and Google, which are among its investors.
The BJP s Meenakshi Lekhi, who is heading the committee, said , It was asked to Jio executives that does the company have any data-sharing mechanism with Google and Facebook and its users, to which the representatives of the telecom firm declined and informed that both tech players are its financial investors , reported news agency Press Trust of India.
Not just third party or investors, personal data is not even shared with the (Reliance) Group of Companies or any other entity within the (Reliance) Group, the officials have said.
The officials also said that they were in favour of data privacy, sources in the committee said. They assured the Parliamentary Committee that Reliance would not share the available personal data of their customers with any third party.
Sources said that in its deposition, Reliance has said it favours data protection and its localization in India, as opposed to Facebook s stand on this issue.
Any data stored abroad is bound by regulation of foreign countries, the officials said. The data principal (content owner) cannot have effective relief in case of a breach in foreign land, sources said quoting the officials.
Personal data should be stored in India to ensure its security, sovereignty and privacy. Also data stored in India
leads to development of digital infrastructure in the country, the officials have said.
Besides, data residency in India will be helpful to law enforcing agencies. Punishment provisions in the law should be according to the nature of crime committed and not the size of the company, the officials have said, according to sources.
The Parliamentary Joint Committee has conveyed to the officials that they must avoid any conflict of interest while dealing with personal data of their customers.
Representatives of Ola and Uber have been called to appear before the panel -- -- which is looking into all aspects of personal data protection -- on November 5. Representatives of Airtel and Truecaller are scheduled to depose before the panel separately the next day.
